The Dallas Land Bank and Land Transfer Programs are managed by City of Dallas staff to support the development of affordable housing.
The Dallas Housing Acquisition and Development Corporation (DHADC) owns Land Bank properties, which were acquired through tax foreclosure. These properties are available for purchase by qualified developers committed to building affordable homes for low- to moderate-income families.
Only developers approved for the purchase of land bank lots per the Urban Land Bank Demonstration Program Plan are eligible to apply.
The City of Dallas owns Land Transfer properties, which include surplus city-owned lots and properties acquired through tax foreclosures. These properties are made available to developers who will revitalize neighborhoods by constructing affordable housing and other community development projects.
