The Dallas Land Bank and Land Transfer Programs are managed by City of Dallas staff to support the development of affordable housing.
The Dallas Housing Acquisition and Development Corporation (DHADC) owns Land Bank properties, which were acquired through tax foreclosure. These properties are available for purchase by qualified developers committed to building affordable homes for low- to moderate-income families.
Only qualified developers listed in the Urban Land Bank Demonstration Plan for the current fiscal year are eligible to apply to purchase land bank lots. The City of Dallas owns Land Transfer properties, which include surplus city-owned lots and properties acquired through tax foreclosures. These properties are made available to developers who will revitalize neighborhoods by constructing affordable housing and other community development projects.
